German Army......what knives do they carry?

the standard-issue pocket knife is made by Victorinox. If you are going to Afghanistan or somewhere else, you will be issued an Eickhorn KM2000. Using your own knife should not be a Problem.

Standard issue for all soldiers is a Victorinox, some might still get the old version. I have experienced no problems carrying other knives, but thats in the jurisdiction of the units CO.

There is not only the KM2000 but also KM3000, 4000 and others. The problem is that you cannot definitely say that you are allowed to carry it. Its the CO who has to decide it.
I would choose the KM4000.

None of the mentioned knives except the KM2000 are standard-issue, and I would not carry any blade made by that manufacturer.

If he should use it in his every day tasks the knive shouldn't be too big. While carrying lots of crap he won't be happy to carry another 500gramm knife. With the possibility of that he has to give the knife to someone else I wouldn't give him a too expensive knife nor one with a too fancy lock.
If he should be able to use it as an EDC you might choose one wich is not considered a weapon, has a blade <12cm (fixed blade) or is not a one hand opening folder.

Having a ferrocerium in the pocket should be OK at least.

The ferro-rod should be ok. When I was in the German army, guys from our unit would always buy stuff like flashlights if they felt that the standard issue items were too bad.

Considering what he'll be issued, a good multi-tool like a Swisstool or Leatherman, and/or a small fixed blade would be useful. Make sure that whatever knife you give him doesn't look like a weapon, but like a tool.

That may or may not be true. If the CO doesn't like the knife you're out of luck. You can be ordered to leave it in your locker, or it can -in a worst case scenario- even be locked away in the armory and you have to fetch it there before you go home on leave.

Especially openly carried fixed blades are bound to raise some eyebrows. Something like a RAT-3 will probably be permissible, something like the TOPS War Bowie will result in the CO ripping you a new one.
