The first difference between the two steels is that the 690 is melted the traditional way. This way leaves more room for errors and non wanted side effects.
The casting proces limits the amount of additives like vanadium for example.
The 390 is a third generation superclean powder steel wich is enriched with lots of additives like chrominum, vanadium etc . Because of the powder melt, these additives can be large in percentage, making the steels performance better.
The powder melt system is very expensive, so that explains some of the price difference.
The steels like 390 were also developed for working conditions under higher temperatures. They are tempered at high degrees so they are more resistant to heat.
This make these steel also better for applying a dlc coatinb.
Think of the 690 being plain landrover, and the m390 being a full armored abrahams tank
